Need help! Can a water meter be defective and speed up?

Our local utilities company says no. They say there can't be anything wrong with our water meter which is registering a huge overage (24,000 gallons when our average usage is ) because it would just slow down and stop. Had a handyman friend and certified plumber spend about 3 hours yesterday looking for leaks and using a stethescope-type thing to listen. The crazy thing is that our meter is on the far side of our driveway, so the original guess was that there's a leak way down under the driveway that's just too far down to hear. BUT there are absolutely no leaks anywhere and our grass has been dry, dry, dry. After all that and coming up with a plan for re-routing the water line, the meter stopped running at the fast clip it had been running at. I don't know how to explain all, but they did a lot of testing, turning knobs on and off and re-testing, and they concluded it's got to be a faulty meter.

So the utilities company sends out a tech this morning to take a reading. Both he and the lady at the office insist we must have a leak because their chart wouldn't lie and the meter wouldn't keep going, blah, blah, blah. We're asking WHY can't they just put in a new meter to see if that works before we spend thousands digging up the driveway? No, it won't help, it can't be the meter.

What do we do? We're hoping the plumber will have time tomorrow to talk to the office lady since we don't know how to argue with her and her precious chart.

Our house is on a well so I've been very concerned with the purity of our drinking water. I've had our water tested for bacteria and also had it tested from heavy metals. I kept reading that most water filters do not filter out TDS and I didn't even know what that was. I purchased this meter to see the level of TDS in our drinking water. Luckily our water is within the acceptable range. I tested this meter at several different locations. Oddly enough, my parent's house that is on city water has higher TDS than our house.
